Attached to the billboards are a total of 298 small envelopes, each with many small drawings in them. Each envelope and the drawings inside it have the same name - that of two countries that share a border - for example the USA and Canada. The drawing is a pencil trace of the line that is that border.

Missing Peoples: A Supplement to Merriam Webster's Collegiate Dictionary, Eleventh Edition
 
Of a total of 222 nationalities, Merriam Webster's dictionary has entries for only 83. . This volume lists the 139 missing peoples. The second picture of the book shows you the map which is in the back of the book -the grey areas are nationalities that are inculded in the dictionary, the black areas are not included in the dictionary and so are in my supplement.

The objects listed/pictured are present as text entries in Merriam Webster's Collegiate Dictionary (Eleventh Edition) and are all objects originating from the country of their name. However in these 21 instances while objects from country are listed, the people of that country are not listed in the dictionary.
